Castle Rock Basement Finishing Under the Town's 2024 Code

Castle Rock writes some of its own basement rules, and the one about soil changes how every interior wall is framed.

Basement finishing in Castle Rock is permitted by the Town of Castle Rock Building Division, not by Douglas County, and the Town runs on a newer code than many of its neighbors. Its adopted list includes the 2024 International Residential Code and the 2026 National Electrical Code, with Town amendments that took effect June 30, 2026. Applications are submitted through the Town's eTRAKiT portal.

The Town also publishes a 31-page Residential Basement Finish Guide, and several of its requirements are more specific than the model code. The one that changes framing most is about the ground.

Why Castle Rock Wants a 3-Inch Gap Under Interior Walls

The Town's guide states that, due to the expansive nature of soils in Castle Rock, every non-bearing wall built on the basement slab must allow 3 inches of expansion at the top or bottom. Its detail shows a pressure-treated plate fastened to the slab, a stud wall secured from above, a 3-inch space between the plates, and baseboard nailed only to the lower plate so trim doesn't bind when the slab moves.

The gap has to carry through everything attached to those walls. Door jambs, bar cabinets, built-in shelving and game-room millwork all need to hang from the wall or sit on the slab, never both. A pool table or shuffleboard resting on the slab simply moves with it. A cabinet screwed to the slab and to a floated wall is the piece that cracks.

When a Castle Rock Basement Turns Into an ADU

A second kitchen is where basement remodeling in Castle Rock can become a land-use question. The Town treats a submittal as an accessory dwelling unit when all five of these are present:

  1. Provisions for living
  2. A kitchen, which the Town defines as including a stove, cooktop, range or oven, or one or more 220-volt or greater outlets or gas line connections
  3. A three-quarter or full bathroom
  4. A bedroom or other area designed or designated for sleeping
  5. Separation from the main home, which can be as little as a wall with a door, a door frame, or an opening 38 inches wide or less

Once a project is classed as an ADU, the guide points to Title 17, Section 17.61 of the municipal code, a deed restriction filed with the county before permit approval, and development impact fees. A game-room bar with a sink and an undercounter fridge doesn't meet the kitchen definition by itself. A gas stub or a 220-volt range circuit does.

Town Requirements That Shape Basement Finishing in Castle Rock

  • Room size: habitable rooms need at least 70 sq ft and no horizontal dimension under 7 feet. Hallways need 36 inches of finished width.
  • Ceilings: 7 feet in habitable rooms and halls, 6 feet 8 inches in bathrooms and laundry rooms, with beams and ducts no lower than 6 feet 4 inches.
  • Insulation: R-15 continuous or R-19 batts on basement walls, with the vapor retarder on the warm-in-winter side. Builder-installed insulation of at least R-11 continuous on below-grade walls is accepted as is.
  • Bath fans: 50 cfm vented outdoors through at least a 4-inch duct, unless an openable window gives 1.5 sq ft.
  • Stairs: tread lighting switched at top and bottom on stairs with six or more risers, and a continuous graspable handrail 34 to 38 inches high.

Egress Rules That Apply Even Without a Bedroom

The Town's guide says emergency egress is required for all unfinished basements regardless of when the house was built, and in every basement bedroom. A walkout door or an existing escape window may already cover the basement itself. Each new bedroom needs an opening with at least 5.7 sq ft net clear, 24 inches of clear height and 20 inches of clear width, with the sill no more than 44 inches above the floor.

Cutting a new opening in a foundation wall requires a stamped structural engineered plan. Window wells need 9 sq ft of area with at least 36 inches of projection and width, plus a permanent ladder once the well is deeper than 44 inches. For a game room or theater with no bedroom, an existing egress opening can make a new foundation cut unnecessary.

How Castle Rock Compares With Its Neighbors

Castle Rock is the Douglas County seat, and its population grew from 20,224 in 2000 to 73,158 in 2020. Just north, basement finishing in Castle Pines goes through that city's Building Department on the 2021 IRC. To the south, Monument basement projects are permitted by Pikes Peak Regional Building. Basement finishing questions in Castle Rock

How big does the gap under basement walls need to be in Castle Rock?

The Town's Residential Basement Finish Guide requires non-bearing walls on the slab to allow 3 inches of expansion at the top or bottom, citing the expansive nature of local soils. A smaller gap is considered only if a professional engineer's site-specific soils report recommends it. That is twice the 1-1/2 inches shown in the generic state chapter handout.

Will a basement wet bar make my Castle Rock home an ADU?

Not by itself. The Town applies ADU rules only when five conditions are all present: provisions for living, a kitchen, a three-quarter or full bath, a sleeping area and physical separation. The kitchen definition is triggered by a stove, cooktop, range or oven, or a 220-volt or greater outlet or gas line connection, so a sink and fridge alone don't qualify.

Is radon a concern for basements in Castle Rock?

EPA places Douglas County in Radon Zone 1, where predicted average indoor screening levels exceed 4 pCi/L, and recommends a test in every house no matter the zone. Run yours before framing. If the result calls for mitigation, the vent pipe can be routed through a mechanical room or closet instead of through a finished game-room wall.
